James Coffey, a physics major at San Jose State University, was shocked to find his car vandalized last Tuesday as he returned to the Fourth Street garage. "The word 'fag' was written on the hood of my blue Toyota truck," he said. President Bush signed a $20 billion college financial aid bill on Sept. 27 that will increase the maximum amount for the Pell Grant over the next five years and lower interest rates for undergraduate subsidized loans, according to the bill.
